Yes. Pakistani passport holders require a visa to enter Turkey for any purpose, including tourism. There is no visa-free entry and no visa on arrival for ordinary Pakistani passports. The two routes are the online e-Visa (if you meet the condition below) or a sticker visa from a Turkish embassy or consulate in Pakistan.

The conditional e-Visa is usually approved fast — minutes to a few hours — but can occasionally take up to 24–48 hours, so apply several days before departure. A consulate sticker visa takes longer, typically several working days or more; plan ahead if the e-Visa is not available to you.
