No — if you hold a Hong Kong Special Administrative Region (HKSAR) passport. Turkey treats HKSAR passport holders as visa exempt for tourism, so there is nothing to apply for, nothing to pay and no visa-on-arrival queue: you simply present your passport at immigration. The exemption is for visits rather than work, study or residence. Other Hong Kong travel documents are treated differently, which is the next section.
This is the part that catches travellers out, because Hong Kong issues more than one travel document and Turkey treats them differently. An HKSAR passport is visa exempt for 90 days within 180. A British National (Overseas) — BN(O) — passport is not: BN(O) holders fall outside the exemption and generally need an e-Visa, issued as a three-month multiple-entry permit with no supporting-visa requirement attached. A holder of a Document of Identity for Visa Purposes (D.I.) cannot use the e-Visa at all and must apply at a Turkish embassy or consulate. If your party is travelling on mixed documents, check each one separately — and always confirm which document you will actually travel on before you book.

Its eligibility checker lets you select Hong Kong and your document type and confirm, officially, whether a visa is required for your trip and how long you may stay. It is also where a BN(O) holder applies. Ignore third-party "visa" websites offering to sell Hong Kong travellers a Turkey visa or a "travel authorisation" — on an HKSAR passport there is nothing to sell, and for everyone else the government site is the only official source.

On an HKSAR passport there is no visa paperwork, but travel prepared: a passport with enough validity left for your trip; a return or onward ticket; proof of accommodation; and sufficient funds. Officers may ask to see any of these, so keep your hotel booking and itinerary to hand. BN(O) holders should add their approved e-Visa PDF, printed or on the phone. Passport-validity rules are worth checking on the official portal or with your airline before you fly.
On arrival in Turkey, join the passport control queue and present your Hong Kong passport — on an HKSAR document there is no visa to show and no counter to pay at. Officers may ask about your hotel, your length of stay and your return flight; routine questions, quickly answered. Make sure you get an entry stamp: it is what starts the clock on your 90 days.
